Prop D - SUPPORT

DTNA wants to do whatever we can to support the development and maintenance of affordable housing. While seeing merits in both propositions D & E, a DTNA Board majority voted to endorse Prop D (Affordable Homes Now).

Prop L - SUPPORT

DTNA has long been in support of public transportation and pedestrian improvements. The DTNA Board voted unanimously to endorse Prop L (Sales Tax for Transportation Projects).

Upper Market Safety Project Construction Update.Casey Hildreth, Principal Planner, Livable Streets

• Traffic Changes at 16th/Noe/Market planned for September 8.

*Newly-installed traffic signal layout will “go live” on September 8, 2022. 
*Westbound 16^th Street will gain a new dedicated left-turn phase onto Market Street.
*Left-turns from eastbound 16^th Street onto Market and Noe Streets will be restricted.
*The southernmost Slow Street barrier at Noe/15^th will be removed returning two-way traffic to Noe Street between Market and 15^th Streets to improve overall access to the 200 block of Noe Street.

• Decorative railing installation will be completed by the end of September. 

*The Jane Warner Plaza installation will be completed in time for the Castro Street Fair.
*Bus shelters will be re-installed where the new railings are in place.

• Median restoration with palm tree up-lighting and cobblestone repair to begin in mid-September.

*Work is to begin on Market between Castro and 16^th Streets and work eastward toward Buchanan Street.
*Temporary travel and turn lane restrictions should be expected during construction hours (generally 9am to 3:30pm).

• Sanchez/15^th Street traffic signal, decorative crosswalk coming in early fall.
• Hermann/Laguna/Guerrero/Market.

*On August 22^nd new signals and signal phasing “went live” including new traffic signal for Hermann Street and dedicated left-turn phases off of Market Street.
*In September/October look for additional  No Right on Red signage, signal timing adjustments, and final street markings including decorative paving for the Herman/Laguna intersection just north of Market Street.

• Market/Octavia/McCoppin/Central Freeway area construction.

*Reconstruction of the McCoppin/Market Street crosswalk should start soon before moving to the Central Freeway/Octavia intersection to modify medians, curb ramps, and location of the existing red-light camera.
*Construction-related impacts to Market Street and Central Freeway travel will last approximately two months. 

Additional project activities will include installation of decorative bicycle racks, tree replacement and tree pit maintenance, and final project 'punch list' items. All Rainbow Honor Walk plaques included in the project scope have been installed. Substantial project completion is currently expected in winter 2023.

Stolen License Plates

• A neighbor at Noe&14^th Streets reports that her car license plates were stolen twice in the last 6 months and that it resulted in a big hassle as it affects Fastrak, DMV Car Registration and Residential Parking Permits.
• And you have to pay a fee when you transfer license plates for your Residential Parking Permit. She has asked Supervisor Mandelman if 311 and the City could drop that fee if they had a category regarding stolen license plates.

Slow Triangle

• Four community workshops which were well attended this summer helped define various design solutions to foster community, improve pedestrian, bike and car safety, and create a more equitable and livable neighborhood.

Mosquito Infestation

• After Beaver-Noe residents reported increased mosquitos, the SFDPH Environmental Health Branch surveyed the north side of Market Street: Noe, Market, Castro, Beaver, 15th St, 14th St, 16th St and identified major sources along Market Street in the catch basins and PG&E utility vault. The catch basins were treated and PG&E notified of the infestation in their vault. SFDPH set traps and continues to survey the area.
• Neighbors are advised to eliminate any standing water on their properties. 
• Contact Nader Shatara, REHS, Senior Environmental Health Inspector, Vector Control Specialist, if you are experiencing a continuing mosquito problem.

Membership Directory

The board of DTNA will be considering populating member names into the membership directory on dtna.org. This directory would only be viewable by DTNA members when logged in and would not be accessible to the public.  By making changes in the “privacy” portion of a member’s profile, members would be able to add their phone number, email address and/or street address – but only if they choose to include this information for other members to see. Members would also be able to opt-out and remove their name and/or other contact information from the membership directory. Please contact info@dtna.org if you have any questions or concerns.

Membership and Advertising

We hope you’ve had a chance to get familiar with our new website, where you can join DTNA, log in and pay your membership dues and even pay advertising fees – all online. If you are paying your membership dues online, check the FAQs to learn how to access your account for the first time. You can still mail in a check if that is preferred. Membership reminders are now sent by email so please make sure to update your email address in your account. Postcard reminders will be mailed to members without email addresses.

Mark Scheuer, past DTNA Secretary, reports that come July 1st Capt. Jack Hart will assume command of Park Station. Capt. Pedrini is being promoted to Commander and transferred to SFO. DTNA congratulates Capt. Pedrini on his promotion, thanks him for his neighborhood involvement and welcomes Capt. Hart to the Park Station command.

Captain Jack Hart joined San Francisco Police Department in 1999 and has served in patrol assignments ranging from a field training officer to an attorney with the Department's Legal Division. As a California POST-certified instructor, he has taught constitutional law, criminal law, criminal procedure, and leadership courses to over 50 recruit classes. As a Sergeant, he led a street-crimes plainclothes enforcement team in the Bayview district. As a lieutenant, he was the officer-in-charge of the Candlestick Park detail, where he led the team of over 100 police officers policing over 70,000 people. As the captain assigned to SFPD's Homeland Security Unit, he was in charge of the Marine Unit and led the Department's mutual-aid response to the 2017 North Bay firestorm at the Department Operations' Center. Captain Hart is also a master instructor in the police leadership development course called "Blue Courage," where he has inspired police officers of all ranks in large and small departments across the country."

Park Station is going to hold National Night Out on Tuesday August 1. It will be scaled down from previous years because of COVID but is still a great chance for the community to interact with officers from Park Station as well as dignitaries like Senator Wiener, Mayor Breed, Supervisor Mandelman, and police command staff. There will be information tables and activities for kids. More info to follow.

Construction to resume at 16th/Noe, start at 15th/Sanchez

With the northeast and southeast corners of 16th/Noe largely completed, work will begin next week on the northwest "Super Duper" bulbout along with final traffic pole and signal installations. Work should continue into the following week(s) with the sidewalk work next to Lookout, and at the southeast corner by the flower stand. Although not yet scheduled, we also anticipate that the new signals and left-turn restriction for southbound 16^th will be turned on later next month once this work is finished. 

While not directly related, we have received concerns from a few Noe merchants and Duboce Triangle residents about the existing Slow Street barrier at Noe/15^th and its impact to commercial delivery access (and the potential for our Market changes to exacerbate the issue). I will be reaching out to my Slow Street colleagues to see if it might be appropriate to coordinate a change/removal along with our traffic signal switchover. I'll provide more information in next month's update.

Sidewalk construction is also slated to begin at 15th/Sanchez in early July.

Decorative railing installation / temporary boarding island closures to begin now on July 5

After a few hiccups with scheduling and fabrication, the contractor should now begin installation of custom decorative railings at all Muni boarding islands along Upper Market starting Tuesday, July 5th. Working from Jane Warner Plaza eastward, this will require temporarily closing each stop for approximately one week during construction. Signs will be posted during the temporary closures to alert transit riders and provide wayfinding to the nearest available stop.

Finalizing median restoration and palm tree uplighting 

Bay Area Lightworks, the electrical sub-contractor, has received the special wiring needed for the uplighting system and is close to completing installation of all remaining power connections and meters. Final median restoration and uplighting work will occur in July, and we'll keep everyone posted as to when we might be able to plug in, turn on, and celebrate.

Hermann/Laguna/Market traffic signals to go live Thursday

At the eastern end of the project, a new traffic signal for Hermann/Laguna (as part of the Laguna/Guerrero/Market intersection) will be turned on June 30th, which will allow new dedicated left-turn signals off of Market Street to become operational as well. Final work at this intersection will include decorative paving (for Hermann/Laguna), which should occur in tandem with the decorative treatments at 15th/Sanchez later this summer.

Octavia/McCoppin changes, new bike racks and trees to come later this year

Proposed changes at the eastern project terminus at Octavia/Central Freeway continue to be delayed due to a supply chain issue with custom granite curbs, which may not be delivered until August. This work, along with final streetscape enhancements, is not yet scheduled and will likely comprise the final construction activities for this project.

Upper Market Safety Project

Had the vote in the Upper Market/Duboce Triangle/Eureka Valley prevailed the Proposition H District Attorney Recall would have failed and the Proposition A MUNI Bond would have passed.

Per the final June 21, 2022, City vote posting, the DA Recall failed in Supervisor Districts: 5 (58%), 8 (58%), 9 (59%),  and Neighborhoods: Mission (63%), Potrero Hill (50.74%), Diamond Heights (50.13%), Haight Ashbury (62%), Inner Sunset (59%), N Bernal Heights (69%), Noe Valley (58%), S Bernal Heights (61%), Upper Market/Eureka Valley (57%), Western Addition (57%). The MUNI Bond issue passed in all Supervisor Districts & neighborhoods which opposed the DA Recall (68.49% to 78.69%), but only in four neighborhoods that supported the DA Recall: China (67.85%), Civic Center/Downtown (74.86%), North Embarcadero (67.09%), and SOMA (72.51%) and failed to get the needed countywide 66.66% approval for passage. Upper Market Safety Project Construction Update

MUNI custom decorative railing installation in June will begin at the Jane Warner Plaza terminus and move eastward to Octavia.

• This will require temporally closing each stop for approximately one week during construction. Existing shelters along the corridor have been temporarily removed and will be put back once the work is completed.
•  Work will pause during Pride weekend so that all stops are operational

Bulb-outs along with a switchover to the new traffic signal poles/layout at the Market/Noe/16^th Street intersection and new dedicated left-turn arrow for westbound 16^th Street left-turn onto Market Street will be completed before Pride weekend. 

Bulb-out work at 15^th/Sanchez/Market will be on hold until after Pride weekend. 

A new traffic signal for Hermann/Laguna as part of the Laguna/Guerrero/Market intersection will be turned on soon which will allow new dedicated left-turn signals off of  Market Street to become operational.

Sewer and water relocation work will also begin at McCoppin Street as part of changes to the eastbound bike lane approach to Octavia/Central Freeway.
